Requirements definition — the process that clarifies the business functions to build or rebuild and, from them, fixes the scope of computerization and the functions the system must have.

Requirements definition comes after systemization planning and before design. The business requirements, what the new or rebuilt business will do, are analysed; the part to be handled by the system is decided; and the functional and non-functional requirements are agreed between users and developers. They become the basis for all the design work that follows.
